Rapid prototyping has been defined as ‘those activities and processes that significantly reduce the time between concept and the production of high quality prototype parts or tools’ (Bennet, 1995).What this definition fails to identify is the pre-requisite of a 3D computer model that fully defines the form to be produced.

Rapid prototyping means ‘activities and processes that make the time spent between designing the thing and producing a high quality prototype of it much shorter’ (quoted from Bennet, 1995) The only thing that that leaves out is that there also has to be a 3D computer model that is an exact replica of what the thing will look like when it’s actually made.
I think that’s about as close as I can get without knowing anything about tactile feedback devices

They are saying that the definition provided between the quotation marks fails to take into account the fact that a 3 dimensional computer model is needed. They feel that in order for the concept to be fully explored, they need to define all the dimensions before the form is produced.
Rapid prototyping means putting together a working model in order to test it. The authors of this sentence are saying that the definition is faulty because it leaves out the need for a 3D computer model before going ahead with production.
3D computer graphics are graphics that use a three-dimensional representation of geometric data. A 3D model is the mathematical representation of any three-dimensional object The viewer can then see what the product will look like, before they produce it.

Don’t be too concerned about this passage. The author took Bennet’s quote out of context and tried to refute it by faulty logic.
Bennet essentially is saying that, “We will call finding shortcuts to produce, for example, a prototypical tactile feedback device, ‘rapid prototyping’”. The fact that the definition of ‘rapid prototyping’ does not come with a drawing rendered on a computer is irrelevant. Activities and processes Bennet speaks of have been left deliberately vague. The emphasis is on naming a quality of prototyping distinct from your average, run-of-the-mill prototyping.
A working definition need not meet every circumstance or scenario for the thing that it describes. If that were the case, each dictionary-word would have a book to describe it, as long as the dictionary from which it came.
